Iraqi Embassy in Vienna Issuing Passports to Turkish and Syrian Kurds Emphasizing KERKUK as the City of Birth

Translated from Arabic by Fred Aprim
A the referendum in northern Iraq, planned for the end of 2007, is approaching in order to decide the future of the region and the fate of Kirkuk and parts of Mosul, Kurds continue to allow thousands of Turkish and Iranian Kurds to move into northern Iraq and settle in Kirkuk in order to change the demographic of the oil rich city. This fact has been reported earlier in the media, however, more recently, accusations of the involvement of Iraqi embassies, where Kurds are in control of, in such scheme have been floating around as well.

According to Sheren Hashim Aqrawi, a Kurdish engineer living in Germany and a researcher in human rights in the European Union, the Iraqi embassy in Vienna has been issuing tens of Iraqi passports daily to Syrian and Turkish Kurds. In addition, the embassy and the Kurdish ambassador have been issuing another set of Iraqi passports to non-Iraqi Kurds who had received Iraqi passports in the past from Germany, France, and Belgium but this time these new passports indicated that the city of birth of these Kurds was Kirkuk.

When the Iraqi Counsel at the Vienna embassy uncovered the scheme, she was suspended and another young Kurds related to Talabani and with connections to Barham Salih was appointed in her place. Furthermore, many Kurds have been employed in the said embassy and housed in the Iraqi government owned properties in Vienna. All these efforts are made to Kurdify the embassy and have it ready to represent the future state of Kurdistan.

Iraqi Foreign Minister Hoshyar Zibari, a Kurd as well, has yet to open any investigation in the matter. None of the Iraqi government officials seem to be willing or interested to investigate the matter.

Kurdish Iraq's Ambassador issued 29000 passports for none Iraqis
ANA ASHUR – Media & Translation Desk February 1, 2007

Stockholm - The Swedish Foreign Ministry summoned Ahmed Bamarni the Iraqi ambassador to Sweden, a Kurd, to enquire about reports that the Iraqi embassy had issued thousands of Iraqi passports for people without checking their identities.

The British Broadcasting Corporation (BBC) and the Swedish media have reported that there is no procedures to verify the identity of applicants from Syria, Turkey and Lebanon who are given Passports by the Iraqi Embassy.

The immigration officials in Sweden has expressed concern about such practices. Ambassador Bamarrni however denied the accusations and said that embassy personnel are conducting a thorough investigation about all applicant, Those who do not qualify are refused Passports. It is noteworthy that Sweden has become one of the European countries, where most Iraqis are fleeing to.

This may be another ploy by the Kurdish officials to bring none Iraqi Kurds to that country to bolster the Kurdish population to the detriment of the non-Kurds. Kurdish officials often cite the greater population of their people as justification to rule Kirkuk and other places in Northern Iraq. web-master's note http://www.christiansofiraq.com/Kurdsfalsepasports.html

Iraqi embassy in huge passport blunder
Published: 31st January 2007 09:40 CETOnline: http://www.thelocal.se/6255/

The Iraqi embassy in Stockholm has admitted issuing 26,000 passports based on false documentation to asylum seekers in Sweden and Norway.

Migration minister Tobias Billström is set to meet his Norwegian counterpart in Oslo on Wednesday to discuss the matter.Details surrounding the fraudulent passport applications first emerged in Norwegian press after police cracked a forgery ring in Oslo. The Iraqi ambassador to Sweden informed Norwegian newspaper Aftenposten that the embassy had issued passports based on false documentation simply because it did not have the resources to check the authenticity of the paperwork.

"We have known for a long time that the Iraqi embassy has been issuing passports on false premises, but what can we do about it? This is a question for the foreign ministry. They know about this. We have presented the information in various reports," Bengt Hellström from the Swedish Migration Board told Metro. He added that the Migration Board has received numerous tip-offs over the last two years suggesting that people from Syria, Iran, Turkey and Lebanon have been able to get passports from the Iraqi embassy.

Gustaf Lind, secretary of state at the justice department, says that his department has known about the problem for a month. "What we have done is to get civil servants at the justice department and the Migration Board to check out the information. We haven't really formed a judgment yet but the foreign ministry has called the Iraqi ambassador in to discuss the matter on Wednesday," said Lind. The Migration Board received reports in autumn of last year that a certain type of Iraqi passport in circulation was of inferior quality and relatively easy to manipulate. "We are looking into whether we should approve this type of passport. We will probably make a decision in February," said Marianne Andersson, a spokeswoman for the Migration Board.

She adds that a number of EU countries - UK, Belgium, Netherlands, and Luxembourg - have already decided not to approve the type of passport in question. "The passport itself may be authentic but it may not be clear whether individuals really are who they claim to be," said Andersson.

Counterfeit Passports and Crimeby
Brynte Cronsköld
February 15, 2007
On February 14th Carl-Robert Lindgren wrote about the extensive forgery of passports practiced by the Iraqi embassy during recent years, and the indifference of Swedish authorities towards it. In and of itself it is serious enough, though hardly surprising, given the present state of affairs in Iraq and Sweden.Hiding behind this is something that is very disturbing from the perspective of law enforcement. Given the enormous influx into Sweden of Iraqis carrying fake ID documents, all indications point to a repetition of the disastrous mistakes made during the early nineties. When Yugoslavia fell apart, a lot of people came to Sweden and were given residence permits. Within this stream of refugees we received a substantial portion of Tito’s Security Service with all the attendant consequences. Without any doubt they arrived with faked papers and — just as happens today — there were no obstacles to getting a permanent residence permit, even though Swedish Security, the military, the Customs Service, and police were very well aware of those people’s true identity. Some of them should rightfully face a War Crimes Tribunal — which explains some of the brutality we’ve seen in the criminal underground during the latest fifteen years.

Sweden and Norway: Yet more on ID scam
This might explain why so many Iraqis came to Sweden this past year. It looks like anybody who popped into the Iraqi embassy in Stockholm were able to get an Iraqi passport. The Swedish immigration service apparently knew about this, but did not think it had anything to do with them.
